Por tanto, es el propietario el que ha de asumir ese gasto.\u00a0<\/p><p>Cieratamente, en el Apartado 1 del Art\u00edculo 20 de esta ley podemos leer: \u00abLos gastos de gesti\u00f3n inmobiliaria y los de\u00a0formalizaci\u00f3n del contrato ser\u00e1n a cargo del arrendador\u00bb. El objetivo es incentivar el alquiler de estas viviendas que est\u00e1n vac\u00edas por largos per\u00edodos. Para ello, el Gobierno permitir\u00e1 a los Ayuntamientos que puedan aumentar las tasas del IBI con un recargo de hasta el 150%.&nbsp;<br><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-127a913 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"127a913\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-386e2d0\" data-id=\"386e2d0\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-c248c3d elementor-widget elementor-widget-heading\" data-id=\"c248c3d\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Redefinici\u00f3n del concepto de grandes tenedores<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-ee667b3 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ee667b3\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-2335248\" data-id=\"2335248\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-575eb73 elementor-widget elementor-widget-text-editor\" data-id=\"575eb73\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>Antes de la aprobaci\u00f3n de la nueva ley, se consideraba un gran tenedor de activos\u00a0<span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">inmobiliarios a los ciudadanos que tuvieran m\u00e1s de 10 propiedades.\u00a0<\/span><span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">Ahora se considerar\u00e1 como gran tenedor de viviendas a partir de 5 propiedades. Si bien es cierto que se h<\/span><span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">ace una distinci\u00f3n entre grandes y peque\u00f1os propietarios.<\/span><\/p><p>&#8211; Grandes tenedores: ser\u00e1n aquellas personas f\u00edsicas o jur\u00eddicas que tengan en\u00a0<span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">propiedad 5 o m\u00e1s viviendas en zonas tensionadas o hasta 10 viviendas (o 1.500\u00a0<\/span><span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">m2) en zonas no tensionadas.<\/span><\/p><p>&#8211; Peque\u00f1os propietarios: ser\u00e1n aquellas personas f\u00edsicas o jur\u00eddicas que tengan en\u00a0<span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">propiedad menos de 5 viviendas.\u00a0<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-0a35d64 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"0a35d64\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-eec7c56\" data-id=\"eec7c56\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-6e6b9f1 elementor-widget elementor-widget-heading\" data-id=\"6e6b9f1\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Ampliaci\u00f3n de las zonas tensionadas<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-1cb93df elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"1cb93df\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-5517049\" data-id=\"5517049\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-a48979d elementor-widget elementor-widget-text-editor\" data-id=\"a48979d\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>A la hora de definir una zona como tensionada (\u00e1rea de grandes ciudades), se tendr\u00e1n\u00a0<span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">en cuenta dos requisitos:<\/span><\/p><ol><li>Que el coste de la hipoteca o el alquiler mensual, m\u00e1s los gastos y suministros b\u00e1sicos, superen el 30% de la renta m<span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">edia de los hogares. De esta forma, si la renta renta media de una zona es de 2000\u20ac, el alquiler m\u00e1s los gastos y suministros no podr\u00e1n superar los 600\u20ac\/mes.<\/span><\/li><li>Que el precio de la venta o el alquiler de la vivienda haya aumentado 3 puntos <span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">por encima del IPC en los \u00faltimos 5 a\u00f1os (o 5 a\u00f1os anteriores a la declaraci\u00f3n de zona tensionada).<\/span><\/li><\/ol><p><span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">Se podr\u00e1 determinar como zona tensionada desde una micro zona hasta comunidades aut\u00f3nomas completas. font-weight: var( --e-global-typography-text-font-weight );\">fijar fecha y hora en la que este se llevar\u00e1 a cabo.<\/span><\/li><li>Los procesos de desahucio ser\u00e1n aplazados m\u00e1s de 2 a\u00f1os por la inclusi\u00f3n de nuevas pr\u00f3rrogas.<\/li><li>Las personas vulnerables tendr\u00e1n acceso obligatorio a los procedimientos de soluci\u00f3n extrajudiciales<span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">.<\/span><\/li><li>Las Comunidades Aut\u00f3nomas podr\u00e1n articular mecanismos propios de mediaci\u00f3n y alternativa <span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">habitacional si as\u00ed lo consideran oportuno.<\/span><\/li><li>Se podr\u00e1n emplear los fondos de los planes estatales de\u00a0 <span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">vivienda para ofrecer alternativas habitacionales para personas en riesgo de\u00a0<\/span><span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">desahucio. Esto se podr\u00e1 hacer mediante alquileres sociales bonificados, realojamientos de personas\u00a0<\/span><span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">en situaci\u00f3n de vulnerabilidad o cualquier otra pol\u00edtica desarrollada con esta finalidad.<\/span><\/li><\/ol><p><span style=\"font-family: var( --e-global-typography-text-font-family ), Sans-serif; font-weight: var( --e-global-typography-text-font-weight );\">Aqu\u00ed es importante destacar que la vulnerabilidad ha de ser acreditable, consider\u00e1ndose como tal aquellas personas cuyos ingresos sean tres veces el Indicador P\u00fablico de Renta a Efectos M\u00faltiples mensual (IPREM) y los gastos de alquiler o hipoteca superen el 30% de sus ingresos (sumando, como se ha indicado antes, los gastos y suministros b\u00e1sicos).
